Before proceeding to construct any portion of the draining system of any building, the plumber shall make written application to the City Engineer describing the work contemplated, where located and when same is to be commenced. This description of work shall be made in accordance with the provisions of this chapter to the satisfaction of the City Engineer, who shall then give a written permit for the work. No work shall be commenced before receiving the permit.
