§ 154.070 LIGHTING FACILITIES.
   (A)   Every common hallway and stairway in every multiple dwelling shall be adequately lighted with lighting facilities sufficient to provide to at least one footcandle of light at the floor or stair tread level at all times.
   (B)   Every common hallway and stairway in structures devoted solely to dwelling occupancy and containing not more than four dwelling units may be supplied with conveniently located light switches controlling an adequate lighting system which may be turned on when needed.
   (C)   (1)   Every cellar and every basement in every dwelling shall have adequate lighting facilities with conveniently located light switches which may be turned on and off when needed.
      (2)   The lighting facilities shall provide at least one footcandle of light at the floor level.
