§ 154.038 RUBBISH AND GARBAGE STORAGE FACILITIES.
   Every dwelling unit shall have adequate rubbish storage facilities and adequate garbage disposal facilities or garbage storage containers in accordance with the provisions of this code relative to storage, collection and disposal of wastes (see Chapter 50, Solid Waste).
