§ 154.016 FOUNDATION, FLOOR, WALL, CEILING, ROOF.
   Every foundation, floor, wall, ceiling and roof shall be reasonably weather-tight, water-tight and rodent-proof; shall be capable of affording privacy; and shall be kept in good repair.
