§ 131.19 NECESSARY FINDINGS PRECEDENT TO ORDER TO REMOVE.
   No property owner shall be ordered to remove dumped material by the Mayor pursuant to § 131.16(C) and (D), unless:
   (A)   The Mayor finds that the property owner has dumped the material, or knowingly allowed another person to dump the material, in violation of § 131.16(A) or (B); or
   (B)   The Mayor has determined that there is no reasonable opportunity to compel the responsible party to remove the material or pay the costs of the removal.
