No fee for the issuance of city permits for the performance of any work under any contract entered into between the city and any other person shall be charged. This shall not apply to personal licenses issued under authority of this code or the ordinances for the practice of the various trades, nor shall it, in any way, affect the standards of performance called for by the existing or future ordinances.
