No license or permit shall be given or be in force for a longer time than one year and licenses for trades and occupations shall terminate on December 31, next following the issue of the same, unless otherwise herein provided. The licenses and permits for trade and occupation may be renewed to the same person for the same place or places. The licenses and permits shall not be transferred to a different person or place, except as provided in this code or other ordinances.
