All such licenses shall be numbered and shall contain a condition that every person acting under the same shall conform to the representation of the application therefor and to the provisions of this code and other ordinances of the city applicable to the subject matter therefor, and such other forms and reasonable conditions as the particular circumstances of each case shall, in the judgment of the authority issuing the license or permit, require in the protection of the health, safety or welfare of the public.
