Every license or permit provided for by this code or other ordinances shall be signed by the proper officer or officers authorized to issue the same, and the fee, if any is designated therefor, shall be paid to and collected by the officer or authority, for the use of the City Treasurer, before the license or permit shall be in force. When a license or permit is required and no other officer is designated to issue the same, it shall be issued by the Mayor.
