§ 110.04 ISSUANCE OR REFERRAL TO BOARD.
   (A)   If any officer is authorized to issue the license or permit in his own discretion, he shall issue the same unless to do so would be detrimental to the health, safety or welfare of the public; but if the matter is to be first decided by any board, he shall present the application before the board with the information on the subject as he may possess, or if he is in doubt in the matter as to whether the application should be refused, he may lay the application before the board having cognizance of appeal and shall follow the direction of the board.
   (B)   Where the matter is to be decided by any board, the board shall, if the license or permit applied for is denied or refused, set forth in the minutes of its meeting the reason or reasons for the denial or refusal.
