§ 96.120-999 FOULING OF PUBLIC PLACES BY DOGS PROHIBITED.
   For purposes of the following, if the owner of the dog is a minor, then the responsible party shall be the minor's parent or guardian.
   (A)   The owner of a dog, or the person in control of a dog, shall not allow the dog to deposit feces in any public place, including, but not limited to, a sidewalk, street, gutter, park, playground, beach or footpath in the city.
   (B)   All dog owners, or persons otherwise in control of a dog, shall not appear with such dog in any public place, including, but not limited to, a sidewalk, street, gutter, park, playground, beach or footpath of the city, without the means of removal of any feces left by the dog. This means may be any tool, implement or other device carried for the purpose of picking up and containing the feces, so that it is unexposed to the person or the public.
   (C)   If any feces shall be deposited by any dog, the person having control of the dog shall remove the feces immediately from any public place, including, but not limited to, a sidewalk, street, gutter, park, playground, beach or footpath of the city, and dispose of the feces in a sanitary manner.
   (D)   The provisions of this section shall not apply to a guide dog accompanying any blind person.
