(A) Each firm performing hydrostatic testing of Interstate Commerce Commission specification compressed gas cylinders used for fire extinguishers shall be required to have a certificate of registration authorizing such testing from the Fire Department.

(B) If the Fire Department finds that an applicant has adequate equipment, facilities and skill to perform hydrostatic testing of Interstate Commerce Commission specification compressed gas cylinders used for fire extinguishers, it shall issue a hydrostatic testing certificate.

(C) Every hydrostatic testing certificate issued pursuant to this section shall be renewed annually.
