The activity of filling or charging a portable fire extinguisher prior to its initial sale by its manufacturer shall not be subject to this subchapter. Any firm which maintains its own fully-equipped and specially staffed fire prevention, protection and fire extinguisher servicing department, approved by a certificate issued to the firm by the City Fire Marshal's office, insofar as such activities are in its own behalf, shall not be subject to the registration provisions of this subchapter.
