There shall be established an Animal Control Department of the city. The Animal Control Department shall have as its executive head the Animal Control Warden. The powers and duties of the Animal Control Warden shall be such as are set forth in the state general statutes as same may be amended from time to time or at the discretion of the Mayor. The Superintendent shall also appoint, from a civil service list, as many Assistant Animal Control Wardens as may be provided for in the budget of the city from time to time.
