The notice shall contain the request for removal within the time specified in this chapter, and the notice shall advise that upon failure to comply with the notice to remove, the city or its designee shall undertake the removal with the cost of removal to be levied against the owner of the abandoned motor vehicle, the owner of the property and/or the occupant of the property and they shall be jointly and severally liable for the payment of the costs.
