(A) In accordance with Conn. Gen. Stat. § 14-33, every owner of a registered motor vehicle, who has unpaid fines for four or more parking violations committed within the city, shall be reported by the Finance Director, or the designee of the Director to the Commissioner of Motor Vehicles of the State of Connecticut, and the owner shall not be permitted to renew his motor vehicle registration until the delinquent fines have been paid or the matter has been otherwise settled.
(B) The provisions of this section shall not apply to any person, firm or corporation engaged in the business of leasing or renting motor vehicles without drivers in the state with respect to any motor vehicle which is leased or rented.
