§ 70.62 PRESUMPTION CREATED.
   In any prosecution or proceeding hereunder, the registration number displayed on the registration plate on the motor vehicle shall constitute in evidence a prima facie presumption that the person to whom the registration plate was issued was the person who parked the vehicle at the place where the violation occurred. The fact that a parking meter adjacent to the parking meter space in which a vehicle may be found parked at a time when the regulations of the Traffic Authority require the use of a parking meter indicates either that the meter had not been set in operation by the operator of the vehicle, or that the time limited for parking has expired shall be conclusive evidence that the parking of the vehicle has been in violation of this chapter unless an examination by the Police Department demonstrates that the parking meter was defective or out of order.
