A sewer fund (the "City of Waterbury Sewer Treatment Enterprise Fund") is established which shall be maintained separate and distinct from any other fund of the city. All revenues from operation of the sewerage system shall accrue, and all receipts therefrom, and from nonrevenue sources in connection with the sewerage system, shall be paid into the fund. All direct and indirect costs of operation, maintenance, equipment replacement and capital improvements (including debt service) shall be paid therefrom under appropriations in accordance with the City Charter.
