§ 51.88 CLASSES OF USERS.
   There shall be three classes of sewer users. These are:
   (A)   Class A - Residential User. Any user whose waste discharge is composed exclusively of domestic wastes and who does not appear in any other class;
   (B)   Class B - Non-Municipal Tax Exempt User. A user which pays no ad valorem taxes, or receives substantial credits in paying such taxes, including, but not limited to, users exempt from ad valorem taxes and all federal, state and local governmental users, but excluding publicly-owned facilities performing local municipal governmental functions which discharge only sanitary sewage; and
   (C)   Class C - Commercial/Industrial User. Any user identified in the Standard Industrial Classification Manual, 1987, as amended, prepared by the U.S. Government Printing Office.
