§ 51.78 WRITTEN REPORT OF ACCIDENTAL DISCHARGE.
   (A)   Within five days following an accidental discharge of prohibited materials or a slug discharge, the discharger shall submit to the Superintendent of the Sewage Works and the Commissioner, a detailed written report describing the cause of the discharge and the measures to be taken by the discharger to prevent similar future occurrences.
   (B)   The notification shall not relieve the discharger of any expense, loss, damage or other liability which may be incurred as a result of damage to the sewers, treatment facilities, fish kills, aquatic plants or any other damage to persons or property; nor shall the notification relieve the discharger of any fines, civil penalties or other liability which may be imposed by this chapter or other applicable law.
