§ 51.75 SPECIAL AGREEMENTS.
   With the exception of Department of Environmental Protection's permit conditions, no statement contained in this subchapter shall be construed as preventing any special written contractual agreement between any industrial concern and the city, whereby an industrial waste of unusual strength or characteristics may be accepted by the city for treatment, subject to payment therefor, by the industrial concern. Any such special agreement must be authorized and approved by the Waterbury Board of Public Works and the Board of Aldermen prior to the initiation of sewerage service to the industrial concern.
