All costs and expenses which the City of Waterbury or a participating public agency of this state incurs in connection with the receiving, obtaining, providing or furnishing of services, personnel, facilities, equipment, other property or resources or the engaging in or performance of functions or activities under an interlocal agreement shall be incurred, appropriated, raised, financed and audited in the same manner and subject to the same statutory provisions and restrictions as though the City of Waterbury or the participating public agency were receiving, obtaining or providing the same or substantially similar services, personnel, facilities, equipment, other property or resources or engaging in or performing the same or substantially similar functions or activities without an interlocal agreement.
