§ 37.115 PROMOTIONAL POLICY.
   Vacancies in higher positions shall be filled by promotion from lower classes, except where the Director of Human Resources finds that competition is not in the best interest of the city. Applicants must meet the minimum qualifications as established. When the Director of Human Resources determines that there is an insufficient number of well qualified eligibles within the service, he may direct that the competitive examination of the positions shall be open not only to members of the competitive division but also to all other qualified persons.
