The right of any participant to a pension or the return of participant contributions or to any benefits or rights accrued or accruing under the provisions of the retirement system shall not be assignable or alienable, except pursuant to the rules and regulations pertaining to a qualified domestic relations order, as defined in 26 U.S.C. § 414(p).
