A participant shall become vested in his accrued benefit under the retirement system only after completion of ten years of service (hereinafter “vested benefits”). Termination of service with the city prior to completion of ten years of service shall result in complete forfeiture of a participant’s accrued benefit, unless otherwise expressly provided by provisions of the retirement system. A participant shall, however, always have a vested right to his or her participant contributions made to the retirement system.
