The acts and actions of the Retirement Board shall be subject to the jurisdiction and powers of the WFPAB, as set forth in Special Act 01-01. The jurisdiction of the WFPAB may be superior to but shall not be exercised in lieu of any of the powers and duties of the Financial and Audit Review Commission of the city (hereinafter referred to as "FARC"), as set forth in the Charter of the city, unless a power exercised by WFPAB expressly overrides the action of local authorities.
