The city council is authorized from time to time, at the request of the subdivider or his successors in interest, to release of record from the burden of the covenant and lien aforesaid all lots and parcels of land or portions thereof for which the covenant and agreement has been fully performed by any of the methods of guarantee above set forth in section 10-5-4 of this chapter.
