Unless waived in writing by the public works director or his/her assigned designee, underground utilities, water and sewer laterals, and fire hydrants shall be installed prior to surfacing the streets and installing road base, curbs, gutters and sidewalks. (Ord. 2019-20, 11-13-2019)
