3-1-4: LICENSE OFFICER:
The License Officer is designated and appointed as ex officio assessor of license fees for the City. On receipt of any completed and acceptable application for a license, the License Officer shall assess the amount due thereon and shall collect all license fees based upon the rate established by the City Council. The License Officer shall enforce all provisions of this title, and shall cause complaints to be filed against all persons violating any of the provisions of this title. All information furnished to or secured by the License Officer under the authority of this title shall be subject to the provisions of the Utah Government Records Access and Management Act, Utah Code Annotated section 63-2-101 et seq. The License Officer shall have the power to:   
   A.   Adopt Forms: Adopt all forms and prescribe the information required therein as to all matters relevant for the issuance of a license hereunder.       
   B.   Investigate: Investigate, or cause the applicant or licensee to be investigated, and determine the eligibility of any applicant or licensee either at the time of issuance of a license or at any time after its issuance in such manner as may be reasonable and necessary for the proper administration and enforcement of this title. In the case of persons licensed by an agency of the state, verification of such licensure may suffice without further inquiry into the qualifications.       
   C.   Inspection Of Premises And Records: Inspect, or cause to be inspected, prospective or existing places of business to ensure compliance with building, safety and health codes, and inspect books and records of any applicant, or any other information reasonably necessary to the administration and enforcement of this title; provided, that all such inspections shall be at reasonable times, upon advance notice to the applicant or licensee, and in full compliance with all laws affecting the right to inspect.      
   D.   Good Standing Of Applicant Or Licensee: Require that the applicant or licensee not be in default or violation of the provisions of any City ordinance, nor indebted nor obligated in any manner to the City or the utilities operated by it, to not be in violation of any City zoning regulations by reason of the condition of business premises or the use to be made thereof.
