The uniform and/or international codes as adopted by the state are hereby adopted by the city to regulate and control the design, erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance and use of all buildings, structures or systems in the city, and further, to provide for the issuance of permits and collection of fees, and provide for penalties for violations thereof.
