7-3-1: IRRIGATION WATER USE:
   A.   Use By Nonmembers: It shall be unlawful for any person who is not a member of an irrigation district to use irrigation water unless that person has received express permission from the city or its designated representatives.
   B.   Members Unauthorized Use: It shall be unlawful for members of an irrigation district to use irrigation water at times other than their designated watering turns unless said person has received express permission from the city or its designated representatives.
   C.   Operation Of Main Irrigation Valve: It shall be unlawful for any person to operate any main irrigation valve located within corporate limits of the city without the express written approval from the city or its designated representatives. For the purposes of this section, a "main irrigation valve" is defined as any valve which directs the flow of irrigation water through the distribution system. A valve located at a residence or at the entrance to private property shall not be defined as a main irrigation valve for the purposes of this chapter.
   D.   Tampering: It shall be unlawful for any person to tamper with, damage or harm in any way a main irrigation valve used in conjunction with an irrigation water distribution system.
   E.   Penalty: Any person violating this section shall be guilty of a class B misdemeanor, subject to penalty as provided in section 1-4-1 of this code. (Ord. 86-28, 9-24-1986, eff. 9-24-1986; amd. 2007 Code)
