It is unlawful for a person to operate or cause to be operated a sexually oriented business, regardless of whether or not a permit has been issued for such business under this chapter, and knowingly or with reasonable cause to know, permit, suffer or allow any person under the age of eighteen (18) to be admitted to, work at, purchase goods from, or remain on the business premises of the sexually oriented business.
