4-2-1: DEFINITIONS:
For purposes of this chapter, the following terms shall have the following meanings:
ALLIED/RED ROCK: Allied Waste Transportation, Inc., dba Red Rock Waste Services, Inc.
ALLIED/RED ROCK AGREEMENT: That certain agreement, and any amendments thereto, between Washington County special service district no. 1 and Allied Waste Transportation, Inc., dba Red Rock Waste Services, dated June 4, 1999, a copy of which is attached to the ordinance codified herein as exhibit A and incorporated herein by this reference.
AUTOMATED PICK UP: A method or system, including all necessary vehicles and equipment, of collecting solid waste through the use of containers designed for or compatible with mechanical pick up.
BOARD: The administrative control board of Washington County special district no. 1.
COLLECTION STATION: Dumpsters, roll off boxes or other similar containers, established by district for disposal of residential waste in isolated or rural areas where individual curbside collection is infeasible or impractical.
COMMERCIAL HAULER: Any person or entity who is engaged primarily in the business of collecting and disposing of commercial solid waste generated by any other person or entity.
COMMERCIAL SOLID WASTE: Any solid waste produced by or resulting from the use of commercial property or premises.
DISTRICT: Washington County special service district no. 1.
DUMPSTER: Any container constructed of metal, of two (2) yards' volume or more, and designed to be compatible with mechanical collection equipment.
HAZARDOUS WASTE: Any solid waste or combination of solid wastes, other than household waste or special waste, which, because of its quantity, concentration or physical, chemical or infectious characteristics, may cause or significantly contribute to an increase in mortality or an increase in serious irreversible or incapacitating reversible illness, or may pose a substantial present or potential hazard to human health or the environment, when improperly treated, stored, transported, disposed of or otherwise managed.
PRIVATE HAULER: A. Any person or entity who, as the owner, tenant or other occupant of property or premises classified as commercial, collects and disposes of solid waste generated by the use of said property; and
   B.   Any person or entity who collects and disposes of construction debris.
RESIDENTIAL SOLID WASTE: Any solid waste produced by or resulting from the use of any residential property or premises, except for hazardous waste and construction/demolition waste.
SEMIAUTOMATED/AUTOMATED CONTAINER: A receptacle specifically designed for or compatible with automated pick up, having a capacity of sixty (60) or ninety four (94) gallons, of Rotomold design and constructed of Phillips Marlex C1-100 cross linked high density polyethylene, or equivalent materials approved by the district, and equipped with a tightfitting, permanently attached lid and wheels for easy movement.
SOLID WASTE: Shall have the same meaning as specified in Utah Code Annotated section 19-6-502(7), as amended. (Ord. 99-28, 10-27-1999)
