If unusual circumstances exist that would cause extreme hardship, the City Manager or City Manager's Designee, may issue a temporary written exception to the construction hours set forth herein, provided there has been a written request submitted therefor; and reasonable conditions can be imposed to minimize any adverse effects to neighboring or nearby property owners.
