Except as otherwise provided herein, the St. George Wastewater Division Manager (hereinafter “Manager”) shall administer, implement, and enforce the provisions of this chapter. Any powers granted to or duties imposed upon the Manager may be delegated by the Manager to a duly authorized St. George Regional Water Reclamation Facility employee. To the extent that provisions of this chapter pertain to Washington City’s system including the responsibility of this chapter’s “Administration”, the Washington City Public Works Director (as applicable, hereinafter “Manager”), or his/her delegated personnel, shall administer, implement, and enforce the provisions of this chapter. And as applicable pursuant to the intent of this chapter and in compliance with the referenced-applicable State and Federal laws, administration of this chapter may be undertaken by either or both the St. George Wastewater Division Manager and the Washington City Public Works Director.
