The Council finds that the discharge of water from roofs, ground, paved surfaces, sump pumps, footing tiles, swimming pools, and other real estate improvements into the city's sanitary sewer system has caused and will continue to cause flooding and overloading of the sanitary sewer system. Flooding and overloading has caused and will continue to cause damage to the property of city residents and creates a hazard to the health of city residents. The Council further finds it essential to the maintenance of health, safety, and general welfare of its residents that the discharges be prohibited and the provisions of this section be strictly enforced.
