(A) Territory which may hereafter be annexed to the city shall remain as zoned unless changed by amendment of this chapter.
(B) Whenever any street, alley, public way, railroad right-of-way or other similar area is vacated by proper authority, the districts adjoining each side of the street, alley, public way, railroad, right-of-way, waterway or similar areas shall be extended automatically to the center of the vacation and all areas included in the vacation shall then and thenceforth be subject to all appropriate regulations of the extended districts. Any street, alley, public way, railroad right-of-way, waterway or any utility easement or any other area, whether improved or not, and whether platted or not, may be vacated by filing a petition to so vacate before the Common Council of the city, which shall hold 2 hearings thereon and, if approved, shall issue or cause to be issued a quit-claim deed to the appropriate adjacent owner(s).
