§ 152.04 PERMIT FOR COMMERCIAL AND INDUSTRIAL DEVELOPMENTS.
   (A)    The purpose of this chapter is to establish procedures for the issuance of building permits for commercial and industrial developments to be constructed within the City of Washington and/or within the jurisdiction of the Washington Advisory Plan Commission, which developments will require city utility services.
   (B)   (1)   All applicants for building permits for commercial and industrial developments shall submit to the Building Commissioner at least 30 days prior to making the application for the building permit, a site plan prepared and certified by an Indiana Registered Land Surveyor showing the location of the property, existing public roads, proposed drives and parking areas, proposed building and/or buildings, proposed on and off site utility lines and mains, and all on and off site utility easements required for installation and maintenance of the proposed utility lines and mains.
      (2)   In addition to the site plan, the applicant shall also submit proposed written utility right-of-way easements in favor of the City of Washington, Indiana, at the same time the site plan is submitted.
   (C)   The Building Commissioner shall review the site plan and proposed right-of-way easements with each Utility Department head and the City Engineer, and shall ascertain from each Utility Department head that the utility easements are of adequate width, length and location to allow the proper installation, service, and maintenance of the required utilities. If revisions are required to ascertain the proper dimensions and locations of the utility easements, the Building Commissioner shall notify the applicant and order the applicant to make revisions to the site plan and written right-of-way agreements, and to resubmit same for further review.
   (D)   After the Building Commissioner, Utility Department heads and City Engineer are satisfied that the proposed utilities and utility easements are of adequate width, length and location, the Building Commissioner shall notify and advise the applicant to execute all utility right-of-way easements in favor of the City of Washington, Indiana. The applicant shall submit the executed utility easements to the Building Commissioner at the same time application is made for a building permit.
