(A) The fee to be charged for a certificate to operate a taxi service in the city shall be $100 annually; in addition thereto the fee to be charged for each and every taxicab to be operated within the city limits shall be $50 annually.
(B) Any certificate or permit shall be charged and paid for in an amount proportional to the remaining part of the year ending December 31 of the year in which the certificate or permit is issued.
(C) A certificate for a taxi service or a permit to operate any taxicab shall be sold or assigned only by written petition to and approval of the Board of Public Works and Safety.
