Any person desiring to operate a taxicab or taxicabs on the public streets of the city shall make application to the Board of Works and Safety through the Clerk-Treasurer for a certificate for taxi service giving the name of the person desiring to operate the taxi service and stating the number of taxicabs to be used, and any other material or information relative to the application. The Clerk-Treasurer shall direct this data to the Board of Public Works and Safety of the city, which Board shall consider the same, and if in the opinion of a majority of the members of the Board there is a public need for additional taxi service in the city, and if it would be for the best interest of the city to have the additional taxi service to operate the same, then the Board may order the Clerk-Treasurer to issue a certificate to the person to operate a taxi service in the city.
