§ 110.06 HEARING AND APPEAL PROCEDURE.
   (A)   When a hearing is requested by an applicant on denial of a license or permit, not less than 10 days written notice of the hearing shall be given to the applicant. The notice shall designate the time and place where the hearing will be held. The hearing shall be public and shall be heard by the Common Council.
   (B)   At a hearing held under division (A) above, the applicant shall have the right to present witnesses, testify, and cross-examine any other witnesses. Proceedings shall be conducted under oath. The Mayor shall preside at the hearing and the Common Council shall make the final determination.
