All annual licenses or licenses for which an annual fee is charged, issued by the city to any person for using any vehicle upon the streets of the city; for conducting, engaging, operating or carrying on any business or occupation in the city; or for keeping any animal or doing any other act or thing whatsoever for which the payment of an annual license fee is charged by any provision of this code or any other applicable ordinance of the city, shall, unless otherwise provided, expire on December 31 of each and every year. All other licenses shall be dated as of the date of issuance thereof.
