GENERAL PROVISIONS
§ 96.01 UNLAWFUL TO RIDE HORSES, MOTOR VEHICLES IN PUBLIC PARK.
   (A)   It shall be unlawful for any person to ride any horse or other animal, or to operate any motor vehicle, including motorcycles and motorbikes, anywhere in any public park in the city, except on improved roadways of the parks.
   (B)   This provision shall not apply to the necessary operation of motor vehicles by employees or agents of the city engaged in the upkeep and maintenance of the parks, or to peace officers in the necessary performance of their duties, or to the riding of horses at public exhibitions which may be held at the nearby 4-H Club grounds.

EASTSIDE PARK
§ 96.15 HOURS OF USE.
   Eastside Park of the city shall be open to the general public from 7:00 a.m. to 11:00 p.m., and no person, other than employees shall be permitted to remain therein except when open as herein provided.

§ 96.16 USES OF DRIVES AND WALKS; SPEED LIMIT WITHIN PARK.
   (A)   No person shall at any time enter or leave Eastside Park except by the regularly established entrances, walks, or drives. No person shall ride or drive up on the grass, footways or elsewhere than on the roads for the use of vehicles.
   (B)   No person shall ride or drive a horse, automobile or bicycle or conveyance of any kind faster than at the rate of 10 mph within the limits of the park.

§ 96.17 DRIVING ON PARK LEVEE PROHIBITED.
   It shall be a Class A Infraction for any person to drive any motorized vehicle on any levee around either 1 of the lakes at Eastside Park, except where permitted by appropriate roadways and/or signs. In all other areas where posted, operation of any motorized vehicle contrary to the posted area shall subject the perpetrator to a fine as set forth § 96.99.

§ 96.18 ANIMALS IN PARK PROHIBITED.
   (A)   No person, being the owner or having control of the same, shall suffer or permit any chicken, ducks, geese, hogs, cattle, horses, sheep, goats, dogs, or other animals or fowls to stray into, run at large, or trespass upon any part of the park.
   (B)   No person shall fasten a horse to a tree or bush or leave the same unattended, or be permitted to bring or lead horses within the limits of the park without harnessing the horse or having it attached to a vehicle or mounted by a rider.
