§ 91.19 SPAY/NEUTER PROGRAM.
   (A)   In some instances, an adopted animal dies before the spay/neuter procedure is performed but the owner who adopted the animal has already paid the fee for the procedure. In cases of this nature, the Clerk-Treasurer shall be authorized to refund to the owner of the adopted animal the spay/neuter fee, if approved by the animal control officer.
   (B)   In the event that the animal is not of sufficient age or health to undergo the spay/neuter procedure at the time it is adopted, the Washington City Animal Shelter Director shall at his or her discretion establish an expiration date on the voucher given to the new owner within which time the procedure must be performed.
   (C)   The Washington animal shelter shall deposit all monies collected from the spay/neuter program with the Clerk-Treasurer of the city, and thereafter shall process all claims from the selected veterinarians performing the procedures in the proper course of business upon receipt of the bill and claim from the veterinarians.
