For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BICYCLE. Any foot propelled vehicle, irrespective of the number of wheels in contact with the ground.
MOTORIZED BICYCLE. Every motor vehicle having a saddle for the use of the rider and designed to travel on not more than three wheels in contact with the ground, but excluding a motorcycle or a tractor.
OFFICER. A member of the City Police Department.
OWNER. The last known record title holder of vehicle according to the records of the State Bureau of Motor Vehicles under I.C. 9-17. In the event the title holder is unable to be determined according to the records of the Bureau as set out hereinabove, OWNER means the last known person with ownership rights in the vehicle. Evidence of ownership rights shall be determined by the officer by whatever means are reasonable and proper.
PRIVATE PROPERTY. All property other than public property.
PUBLIC PROPERTY. A public right-of-way, street, highway, alley, park or other state, county or municipal property.
