(A) Any individual operating vehicles in violation of the provisions of Chapter 70 or Chapter 71 who has been ordered to stop operation and fails to do so shall be subject to a fine not to exceed the amount of $500 for each violation.
(B) The city shall determine this to be and deem the action to be a class C infraction as defined under I.C. 35 and 36. Furthermore, the city shall have the power and authority to immediately seize the vehicle if the operator thereof fails to cease and desist operation upon request of the authorized personnel from the City Police Department, and the city shall hold the vehicle until the operator thereof shall pay his or her fine as set forth in this division.
