§ 51.10 DUTY OF HEAD OF STREET DEPARTMENT.
   It shall be the duty of the head of the Street Department or his or her designee to issue orders requiring the proper handling of garbage and refuse on private and public premises to owners, occupants, tenants or lessees of the properties where violations of this chapter are known to exist and providing that the violations be corrected within the time prescribed by the officer.
