§ 51.08 TIME OF COLLECTION.
   All refuse, including garbage and rubbish, shall be collected with sufficient frequency to prevent the occurrence of nuisances as public health problems at intervals of at least once in a week, weather conditions permitting. The collection of refuse within the city shall be done by employees of the city, under the direction and control of the Board of Public Works and Safety and the head of the Street Department or his or her designee. A reasonable charge will be made by the city for more than 1 collection of refuse per week.
