(A) There shall be applied an additional 5% rate equalization adjustment to all electric schedules for customers being served by the Washington Municipal Electric Utility that are outside the corporate limits of the City of Washington.
(B) When future changes occur in the cost of purchased power, which changes would cause a change in the purchased power cost adjustment tracking factor calculated in accordance with the order of the Public Service Commission in Cause No. 36835-S3, such factor shall automatically be changed accordingly.
(C) The Common Council hereby elects to receive payments in lieu of property taxes.
(D) The Common Council hereby elects to earn a reasonable return on the investment in electric utility plant.
(E) The additional 5% rate equalization shall become effective on the next practicable billing period following implementation of the rates.
