(A) Competitive sealed bidding determination. If the Purchasing Agency makes a written determination that the use of competitive sealed bidding is either not practicable or not advantageous to the city, the Purchasing Agent may award a contract using the procedure provided in I.C. 5-22-9 for soliciting requests for proposals instead of the procedure for competitive sealed bidding.
(B) Procedure for soliciting requests for proposals. The procedure to be followed in soliciting requests for proposals is set forth in I.C. 5-22-9-1 through I.C. 5-22-9-10.
